If you did absolutely everything *inside* of emacs (as I've known people to do) you can run just one or two apps and don't bother with a window manager at all! If all you want is a ticker, write a plain text app and use "rxvt -e script" with the appropriate -geometry setting to put it underneath whatever other windows you have. This also means that you don't need a mouse.
